The European Forum of Psychomotricity

History

Psychomotricity has existed as a concept since the 1930’ies and already in the early 40’ies, formal educations in psychomotricity were founded.
Over the years, the concepts have developed parallel to each other in the various countries. There was not very much contact between them.
So the similarities must be understood in the light of our common cultural history.

Some countries have a long tradition - and others started only 10 years ago.

During the years, the European associations representing psychomotricity have had informal contacts, but no real collaboration was established.

In 1994 they decided to formalise these contacts, even if the educational and professional levels were more different than today.

So, in May 1995 a first step was taken. Fifteen countries sent a delegation to Marburg, Germany.

Then finally in September 1996 - a lot of discussions and negotiations later - a European Forum of Psychomotricity – the EFP - was a reality with the founding president being Tilo Irmischer.

The constitution was signed during the first European congress in Marburg – the specificity had finally gathered 15 countries in ”an idea for Europe”!

Since March 2007 the EFP is accepted by the EU as hearing partner and the homepages are linked.

Preamble

Based on an holistic view of the human being, on the unity of body and mind, psychomotricity integrates the cognitive, emotional, symbolical and physical interactions in the individual’s capacity to be and to act in a psychosocial context.

In the various European countries psychomotricians play a part in several areas.
These are health, prevention, re-education, rehabilitation, education and research, and they apply to all ages – and to all groups of the population.

Goals and Mission

The EFP is working for the spread of psychomotricity in all European countries, and to develope co-operation between psychomotricians in the different countries on all levels – students’ exchange, teachers’ exchange, exchange of professionals but also on the level of research.
It is very important to build on each others experiences, and to work together to prove the indispensability of psychomotricity .

We have to:
*Open up to other ideas without losing our own ideology.
*Learn more about each other by knowing more about each other
*Develop a psychomotor profile by pointing out the specificities
*Search for common interests - and develop and represent these to the European Union

Another goal is to support the countries, where psychomotricity is not yet fully developed, to promote the mutual acknowledgement and to play an important political role for the European Commission, when it comes to all psychomotor matters such as curriculums of psychomotor educations and recognition of the psychomotor profession.


Organs

The EFP is a democratic organisation like organisations in the rest of Europe.
A General Assembly is held every year with the 15 national delegates.

General Assembly

The general assembly is the highest organism of the “European forum of psychomotricity”. Its decisions are binding for all organisms and members. It is composed of ordinary members, extraordinary members and associated members. The general assembly is presided by the president of the executive bureau or by one of the two vice-presidents.

The missions of the general assembly are:
Election of the members of the executive bureau
Approbation of the activity- finance- and revision reports of the “European forum of psychomotricity”
Discharge of the executive bureau
Adoption of the annual budget plan
Decision concerning the regulations of actions and financing
Election of the revisors
Determination of the contributions
Composition of the commissions and approval of the presidents of the commissions
Elaboration of political and economic guidelines
Modification of the statutes and treatment of demands

Executive Board

Five representatives of the members elected by the general assembly compose the executive bureau. These are the president, two vice-presidents, a treasurer and a secretary.

The president and the vice-president must be ordinary members. At least three of the five members of the executive bureau must represent a country having an initial formation in psychomotricity recognised by the government.

The president and the two vice-presidents represent the executive bureau in justice. The president has the signing right together with one vice-president. In case of a hindrance, which must not be justified, the president can be replaced by one of the vice-presidents.
The executive bureau decides on all matters of the “European forum of psychomotricity” not reserved for the general assembly.

The principle missions are:
The representation of the interests of the forum
Public relations
Elaboration of the budget
Management
Constitution of an office
Employment of full time collaborators and regulation of matters of staff
Calling ad hoc commissions
Calling of the general assembly and elaboration of the day order

Commissions

To realise the missions of the “European forum of psychomotricity”, different commissions will be constituted. Considering its composition, a balance between national interests of the professional associations and the competences has to be observed.

The three permanent commissions constituted by the general assembly are:

Commission of education
Creation of a common program of training based
on European standards (bachelor, a minimum of
three years of studies, ECTS = European Credits Transfer System,…).
Creation of a list of experts in psychomotricity.

Commission of profession
Listing of the various types of practices, the
working conditions and laws and regulations
concerning practice and protection of the
profession.

Commission of science and research
Elaboration of a dictionary of basic concepts in
psychomotricity.
Development of a database of current research
projects coordinated with taxonomy.
Development of a diagnostic inventary called "SPES"

Other permanent commissions may be constituted if needed. The executive bureau may call for ad hoc commissions.
The members of a commission elect one of them as president. These elections become effective with the approval of the general assembly.

The missions of the commissions are mainly the consultation and elaboration of propositions for the executive bureau and /or the general assembly. The commissions have no right of decision.
